N.C. Secretary of State Elaine F. Marshall will give the keynote address during Commencement exercises on Friday, August 4. Commencement begins at 7 p.m. in Keihin Auditorium on the Tarboro campus. ECC’s Class of 2006 comprises 243 degree and diploma students, 116 GED students, and three Adult High School students. College officials are expecting a capacity crowd. In 1996, Secretary Marshall became the first woman ever elected to a statewide North Carolina executive branch office. She is in her third term as N.C. Secretary of State. After receiving her bachelor’s degree in textiles and clothing from the University of Maryland, she taught home economics in the public school system and community college system. She also began a successful decorating business. Secretary Marshall returned to school, and in 1981 received a law degree from Campbell University. While a business owner and attorney in Harnett County, she became involved in local civic activities. She served on her county’s United Way Board of Directors for 10 years, directing a wide range of aid to families in that area. In the late 1980s, she became a founder of the Harnett County Rape Crisis Center, now a safe house, and later helped to start Harnett HelpNet for Children, a Smart Start forerunner. She is a former N.C. Senator, having served the 15th District in 1993-1994. As an attorney, she has been admitted to practice before all North Carolina state courts, U.S. District Court, and the Supreme Court of the United States. In 2004, she received the Distinguished Attorney Award from the N.C. Association of Women Attorneys * a group that has awarded this honor only twice in its history. Secretary Marshall is a recipient of the Common Cause North Carolina’s Leadership in Government Award, and she holds honorary doctorate degrees from Meredith College and Lees McRae College.
