Troubleshooting Tips 

Test your JRE (Java Runtime Environment)
Note:  JRE is used in BlackBoard chat sessions.  If JRE is not installed, is not working, or is not the correct version, you will have problems with BlackBoard chat sessions.  This link will report your JRE version and perform a validation test.  If your JRE is working you will see a dancing character on your screen.
