Bookstore Policy
The Following are Policies of the Board
of Trustees that have been approved by the Board and are
included for Board Information.
TRUSTEE
EMERITI
A Trustee or former Trustee who has served for a minimum of eight years
and attained the age of seventy years may be elected by the Board of
Trustees as a Trustee Emeritus. This position shall be reserved for
those Trustees with records of distinctive service. Trustee Emeriti
shall be elected for life. They shall be entitled to receive notices of
all meetings of the Board, to attend and speak at all such meetings, to
receive minutes of all meetings of the Board and Executive Committee,
and to be members of all committees except the Executive Committee. They
shall have the power to vote in meetings of any committee on which they
serve, but shall not have voting powers in meetings of the Board of
Trustees. A Trustee Emeritus shall not be counted as a member of the
Board of Trustees. A Trustee Emeritus shall not be counted as a member
of the Board for any purpose.
CONFLICT OF INTEREST
In compliance with G. S. 115D-26, all local trustees and employees of
Edgecombe Community College will adhere to the conflict of interest
provisions stated in G.S. 14-236. This statute prohibits public
officials and firms in which they have a financial interest from
conducting business with the College.
POLITICAL ACTIVITY OF THE COLLEGE PRESIDENT
The President of Edgecombe Community College
is encouraged to exercise his/her rights and obligation on citizenship
through participation in public affairs. The following policy for
political activity of the President shall be observed:
(a) If the President decides to run for public office, he/she shall
notify the local Board of Trustees of his/her intention to run and certify
that he/she will not campaign or otherwise engage in political activities
during hisher regular work hours or involve the college in his/her political
activities.
(b) If the President is elected to part-time public office, he/she
shall certify to the local Board of Trustees that his/her office will not
interfere with his/her carrying out the duties of his/her position with the
college, or request leave.
(c) If the President is elected or appointed to a full-time
public office to the General Assembly, he/she shall be required to take
a leave of absence without pay upon assuming that office. The length of
the leave absence shall be determined by the Board.
(d) If the President if a candidate for public office, he/she is
prohibited from soliciting support during his/her regular work hours. He/she is
also prohibited from soliciting support on college property unless
otherwise authorized by the Board. The authorization
must be on a case-by-case basis.
(e) The Board shall notify the State Board if
the college President should become a candidate for public office or if
the College President is elected or appointed to a public office.
Definitions as used in this rule.
(a) Public office means any national, state or local
governmental position of public trust and responsibility, whether
elective or appointive, which is created or prescribed or recognized by
constitution, statute, or ordinance.
(b) Membership in the General Assembly is a full-time public
office under this rule.
EDGECOMBE COMMUNITY COLLEGE BOOKSTORE POLICY
The President is authorized to establish and operate a bookstore for the
benefit of the students and staff in accordance with GS 115D-58.13 and
GS 115D-5(al). The purpose of the store is to offer textbooks and other
instructional materials for sale to the students of the college, offer
clothing and other materials with the college's insignia, offer limited
toiletries, cards, and miscellaneous items, and offer such office
supplies and equipment as may be needed by the college, and to provide a
means for students to dispose of used or unwanted textbooks purchased
from the college's bookstore.
Bookstore Pricing. With the
exception of new textbooks the pricing of merchandise for resale will be
priced at the prevailing market rates peculiar to the particular
industry of the merchandise offered for resale. The estimated annual
average Gross Profit on sales should not exceed 25% on new textbooks.
Used textbooks will be priced based on the bookstore's new text price in
a manner consistent with current industry "buyback" and resale
mechanisms. At no time will merchandise be offered as a product group
whereby the college through its pricing policies will offer merchandise
at such low a price as to provide unfair competition for the privately
owned stores in the Edgecombe County area.
Bookstore Profits. Profits
earned by the bookstore may be used for any item that benefit the
general student population of the college and for the operation of the
bookstore. In particular:
1. Support of bookstore operating expenses including, but not
limited to salaries, supplies, travel, materials, operating resources,
and equipment associated with the operation, support and enhancement of
the bookstore.
2. Student aid and/or scholarships.
3. Other expenditures of direct benefit to students (e.g.,
funding of positions for financial aid and student activities, etc.).
Bookstore profits may not be used for:
1. Supplemental salaries of any personnel except as allowed
above.
2. Administrative support of the college other than that allowed
above.
3. College entertainment expense.
The President will submit a recommendation for the use of the bookstore
profits
consistent with these policies to the finance committee of the Board of
Trustees.
The finance committee has the authority to approve the use of
these funds consistent with these policies.
